The artists name is Holly Moley.
the art
The art consists of "shadow sculpture", only instead of stone or wood
panels, Holly uses entire street blocks full of buildings. She
tunnels under large cities and raises or drops whole sections in order
to alter the way shadows fall in the city as the sun tracks across the
sky. With tiles as large as a city block, she can only create two
images per day. Some of her popular themes include:

Holly's beret is a 100 foot diameter million ton jack with a steel
top plate, tungsten gripping teeth and titanium reinforced hydraulics
attached to her head.
